Import EVs to
Ukraine

Ukraine's pure-BEV import treatment changed in 2026: the temporary VAT exemption expired, while the customs-duty rate remains 0% and excise is calculated at EUR 1 per kWh. Route, port, insurance and border availability can change quickly under wartime conditions, so confirm a live logistics plan and local certification before contracting.

MARKET OVERVIEW

What importers need to plan

01

Import and tax treatment

For a qualifying pure battery-electric passenger vehicle, use 0% import duty, 20% VAT and excise of EUR 1 per kWh of battery capacity for initial planning. Classification is decisive; range-extended and hybrid vehicles follow different duty and excise treatment.

02

EV incentives

The temporary import-VAT exemption for battery-electric vehicles ended on 1 January 2026. Pure BEVs retain a 0% import-duty treatment and an excise-tax formula of EUR 1 per kWh of battery capacity; hybrid passenger vehicles have a separate excise rule.

03

Used-vehicle policy

Used vehicles may be imported subject to customs clearance, excise, VAT, conformity certification, ownership and foreign-registration documents, and first registration. Confirm age, classification, environmental and wartime logistics requirements for the exact vehicle before shipment.

04

Certification

Registration requires Ukrainian conformity and registration documentation. Confirm whether the exact model can obtain a Ukrainian conformity certificate, whether individual certification is needed, and whether lighting, charging, software or safety modifications are required.

05

Charging compatibility

Type 2 AC and CCS2 DC offer the strongest local and European-route compatibility. Confirm connector, voltage, adapter legality, software and service support for any China-market GB/T unit.

06

Shipping route

Typical entry points: EU hub with road/rail onward; Black Sea subject to availability. Indicative China-to-port transit: 40–60 days.

Important planning notice

Rates and policy summaries are indicative, not customs, legal or tax advice. Confirm the exact vehicle classification, eligibility, fees and documents with the relevant authority or licensed local broker before purchase or shipment.
