Use a 10% EU passenger-car customs-duty baseline and Romania's 21% standard VAT for initial planning. China-origin battery-electric vehicles may also be subject to a manufacturer-specific EU countervailing duty of 7.8% to 35.3%; verify the producer, vehicle scope and current TARIC treatment before customs clearance. Customs value, freight, duty and any applicable countervailing duty affect the VAT base.
National purchase-support programmes and their budgets can change between calls. Do not price a transaction on an assumed grant: confirm the current AFM programme, eligible applicant, vehicle price cap and scrappage conditions before contracting.
Used vehicles can be imported, but first registration in Romania requires RAR identification, authenticity and technical checks as applicable, the Vehicle Identity Card, ownership and origin documents, and the foreign registration certificate. Non-EU vehicles without EU type approval generally follow individual approval.
The Romanian Automotive Register (RAR) issues the Vehicle Identity Card and handles type or individual approval. EU type approval and a Certificate of Conformity simplify the route; vehicles without EU approval generally require individual RAR approval and technical verification.
Type 2 for AC and CCS2 for DC are the European compatibility target. A China-market GB/T vehicle requires a verified charging solution and must not compromise type approval or registration eligibility.
