Import EVs to
Netherlands

The Netherlands provides efficient EU entry through Rotterdam and Amsterdam. Plan for 10% base customs duty, 21% VAT, any applicable China-BEV countervailing duty, BPM, port handling and RDW approval. For China-market vehicles without EU type approval, obtain an RDW feasibility assessment before shipment because each unit may require individual approval.

MARKET OVERVIEW

What importers need to plan

01

Import and tax treatment

Use a 10% EU passenger-car customs-duty baseline and the Netherlands' 21% standard VAT for initial planning. China-origin battery-electric vehicles may also be subject to a manufacturer-specific EU countervailing duty of 7.8% to 35.3%; verify the producer, vehicle scope and current TARIC treatment before customs clearance. BPM, approval, registration and recycling-related charges should be calculated separately.

02

EV incentives

An imported passenger car generally requires a Dutch BPM return. The zero-BPM treatment for zero-emission passenger cars ended on 1 January 2025, so confirm the current zero-emission BPM amount, motor-vehicle tax and any business or local support before pricing the vehicle.

03

Used-vehicle policy

Used imports require customs clearance, ownership and foreign-registration documents, RDW identification and inspection, BPM filing and Dutch registration. A non-EU vehicle without recognized type approval may require individual approval and technical modifications.

04

Certification

RDW approval is required for registration. A vehicle without EU or national type approval must generally be individually inspected and approved by RDW, with each vehicle assessed separately. EU type approval and a Certificate of Conformity simplify the process.

05

Charging compatibility

Type 2 for AC and CCS2 for DC are the European compatibility target. A China-market GB/T vehicle requires a verified charging solution and must not compromise type approval or registration eligibility.

06

Shipping route

Typical entry points: Rotterdam; Amsterdam. Indicative China-to-port transit: 28–42 days.
