Import EVs to
Germany

Germany is a major EU vehicle gateway through Bremerhaven and Hamburg. Budget separately for the 10% base customs duty, 19% import VAT, any manufacturer-specific EU countervailing duty on China-origin BEVs, port handling, approval and registration. Prefer EU-approved vehicles with a Certificate of Conformity and verify the current motor-vehicle-tax benefit before contracting.

MARKET OVERVIEW

What importers need to plan

01

Import and tax treatment

Use a 10% EU passenger-car customs-duty baseline and Germany's 19% import VAT for initial planning. China-origin battery-electric vehicles may also be subject to a manufacturer-specific EU countervailing duty of 7.8% to 35.3%; verify the producer, vehicle scope and current TARIC treatment before customs clearance. Customs value, freight, duty and any applicable countervailing duty affect the import-VAT base.

02

EV incentives

Pure battery-electric vehicles first registered by the end of 2030 can qualify for Germany's motor-vehicle-tax exemption for up to ten years, subject to the statutory end date of 31 December 2035. Confirm the vehicle category, first-registration date and current rules before relying on the benefit.

03

Used-vehicle policy

Used imports require customs clearance, proof of ownership, the original foreign registration documents, insurance and technical inspection or individual approval where applicable. Confirm emissions, lighting, software, charging and registration eligibility for the exact vehicle before purchase.

04

Certification

EU whole-vehicle type approval and a valid Certificate of Conformity provide the simplest registration route. A China-market vehicle without EU type approval may require individual approval, a technical inspection through the competent German authority or technical service, and modifications before registration.

05

Charging compatibility

Type 2 for AC and CCS2 for DC are the European compatibility target. A China-market GB/T vehicle requires a verified charging solution and must not compromise type approval or registration eligibility.

06

Shipping route

Typical entry points: Bremerhaven; Hamburg. Indicative China-to-port transit: 30–45 days.

Important planning notice
