Import EVs to
Belarus

Belarus participates in the EAEU customs and vehicle-compliance system. For 2026, eligible pure EVs can benefit from quota-based duty relief and qualifying pure EVs can receive Belarus VAT relief, but importer status, vehicle age, quota availability and conformity are critical. Sanctions, payment and transit restrictions require transaction-specific screening before acceptance.

MARKET OVERVIEW

What importers need to plan

01

Import and tax treatment

The displayed 0% duty and VAT are conditional planning rates for an eligible pure-electric vehicle within the applicable 2026 tariff quota and Belarus VAT-relief rules. Importer status, vehicle age, category and quota availability matter. Hybrid vehicles do not receive the same VAT treatment. Verify sanctions, export controls, payment, carrier and end-user restrictions for every transaction.

02

EV incentives

For 2026, the Eurasian Economic Commission approved a quota-based exemption from import customs duty for eligible electric vehicles imported into Belarus. Belarus also extended VAT relief for qualifying pure-electric vehicles for 2026–2028; hybrids are excluded and generally face 20% VAT.

03

Used-vehicle policy

Used pure-electric vehicles may be eligible only when they meet the applicable age, importer, quota, conformity and documentation conditions. Confirm EAEU recycling fee, electronic passport, certification and registration requirements for the exact unit; do not ship until sanctions and carrier checks are complete.

04

Certification

Vehicles must meet the Eurasian Economic Union wheeled-vehicle safety regulation TR CU 018/2011 and obtain the required conformity and electronic vehicle passport documentation. Confirm eligibility for an individual or type approval before shipment.

05

Charging compatibility

GB/T compatibility is common for China-origin vehicles, but local charging availability varies. Confirm AC/DC connector, voltage, adapter, software, telematics and winter performance for the specific vehicle and customer location.

06

Shipping route

Typical entry points: Rail/road via EAEU corridors. Indicative China-to-port transit: 30–50 days.

Important planning notice

Rates and policy summaries are indicative, not customs, legal or tax advice. Confirm the exact vehicle classification, eligibility, fees and documents with the relevant authority or licensed local broker before purchase or shipment.
